Roman Cabanac punted nuclear deal on Rosatom freebie to Russia

Newly appointed chief of staff for the Ministry of Agriculture Roman Cabanac’s engagements with Russia are not only online. He was hosted in May this year by Rosatom, the state-owned Russian nuclear energy company.

Ahead of South Africa’s May 2024 national elections, the Centre for Analytics and Behavioural Change (CABC), released a report titled “Russian Twitter Influence in South Africa: The Kremlin’s in the System” that showed prominent accounts in the South African political discourse who were engaging with pro-Russia accounts on X.

Many of the interactions unfolded through the account @EmbassyofRussia which tags people like American, Jackson Hinkle, a pro-Russia and Trump-Maga supporter. Closer to home, @EmbassyofRussia tagged the handle @morningshot1, claiming to be “an alternative media analysis platform”.

Morning Shot was co-founded by the newly appointed chief of staff for the Ministry of Agriculture, Roman Cabanac.

The 10 accounts the report found that frequently interacted with and thus pulled into the online Russian community based on the volume of mentions, reposts or replies from that community are: @insightfactor, @mmodiba10, @embassyofrussia, @mahasharampedi, @thevaibhavag 7, @jacksonhinklle, @mfa_russia, @morningshot1, @iol and @gunderground_tv.

The report concludes that it is clear “that pro-Russian accounts are interacting frequently with accounts in South Africa, specifically on the extreme ends of South Africa’s political spectrum, namely the far left and far right, either by reposting their content or tagging them in photos.”

Cabanac’s engagements with Russia are not only online. He was hosted in May this year by Rosatom, the state-owned Russian nuclear energy company.

Discussing his trip to Russia on the Gareth Cliff show, “The Real Network”, Cabanac explained that he was invited to Russia by the African CEO of Rosatom for a press tour of their power station in Pevek. In the video, Cabanac talks about “what a scam the climate change people are”.

It is unclear what interest Cabanac has in nuclear energy, apart from his pro-nuclear agenda, his apparent support for Russia and his scepticism of climate change. Cabanac also confesses that he is not a democrat, but self-identifies as “far right”.

Through his personal X account, during elections week, a post from Cabanac – which has since been deleted – was saved in the course of the CABC’s research for its election report.

In this post, Cabanac shares thoughts from his time in Russia saying, “ … 1) Moscow is beautiful (especially the old town), No litter, homeless people or diversity.” He goes on to say, “You won’t find little China here.”



Cabanac appears to have missed election day in South Africa, as a result of his Russian adventure. His post below from 29 May 2024 has been deleted since his appointment.



 On 4 December 2023, Cabanac shared this post advocating for public executions for corruption. This post has not been deleted:



The Centre for Analytics and Behavioural Change (CABC) sought comment from Cabanac who did not respond. 

The questions asked were:


  1.  Why do you think you feature so prominently in the top 10 accounts within the Russian online community identified in the report?

  2.  In your appearance on The Real Network with Gareth Cliff, you say “what a scam the climate change people are”? Why do you think "climate change people" are a scam and who are you referring to?

  3.  Are you a climate change denialist?

  4.  If so, what impact do you think your position on climate change will have on the agricultural sector, the Department you now represent as Chief of Staff?

  5.  Please explain your interest in nuclear energy and Rosatom.

  6.  You self-identify as “far right” on The Real Network. Can you explain more about this?

  7. You also express an appreciation for autocrats and dictators on The Real Network saying Spanish dictator, Francisco Franco was too soft. Do you subscribe to South Africa's constitutinal democracy?

  8.  In one of your deleted posts, you say that Russia has " ... No litter, homeless people or diversity.” You go on to say that, “You won’t find little China here.” What do you find appealing about China having no diversity? What did you mean by, “You won’t find little China here.”?

  9.  In another post, you advocate "for public executions for corruption". Do you not consider this unconstitutional?

Oh JS messed up. Bigly. Unbelievable, staggering that the DA internals have not fixed this. Where is HZ on this? It has blown up, it is not blowing up. Cabanac will not be taken seriously by anyone. Honestly, with the DA it's two steps forward and then an own goal. They lose trust consistently.

I can assure you that this appointment was made on merit. Of course it was. Steenhuisen is DA, and with the DA nobody gets the job unless they have more merit than any other applicant. Stop reading DM and follow influencers on X to find out what merit is and how you can get more of it.

Who were the other applicants, Bob? From all we've heard (which is precisely nothing), there was no process involved, no other applicants. And that aside, the DA has made mistakes - Malusi Booi, for one, in the news at the moment, so JS should grow a backbone, admit he erred and replace him.

I think Cabanac represents a very stupid decision by Steenhuisen, but he can't be the only person hanging around a South African government ministry to be pally with Russia - Gayton MacKenzie has just been there.

Absolutely, but the DA always tells us that it operates at a higher standard than other parties - so they can't look for the lowest common denominator (ANC 101) and wash their hands of it: either you're better, or you're no better.

Steenhuizen better listen to his constituency: we do not want Cabanac associated with the DA. Nor Gouws. Steenhuizen was a dubious choice to start with and is proving to be Mr Own Goal. The DA can expect some blowback on this.

No country is 'good' except in cartoons and fairy tales. As to why the Russians are orc bad, there is the small matter of their launching the biggest invasion on the European continent since their old ally Adolf Hitler invaded them. Easy to miss though as it's so far away.

Online outrage/thumbrage is the hobby of the emotionally immature. I can't understand the appointment and wish it hadn't been made but as noted before if he'd said anything remotely illegal the HRC or similar would have done him already ala Greek beach guy. Named authors are better DM

"ANC influencer" is disingenuous but you probably know that. There was screeching about anc ministers and other high level appointees going over there to do whatever crooked business they bind us to. Cabanac, as misguided as he may be, went there as a private citizen prior to his appointment

He went there as an influencer and bought stooge of Rosatom/Putin, not because he has any known expertise in nuclear power. I get loyalty to the DA, but meekly accepting their blunders is not loyalty - it's acquiescence. It's doing the DA great harm outside of its base, so 20% party it'll stay.

Twaddle. ANC ministers are not private citizen influencers. I'm sure he went there because they paid for him to do so in the hope of juicy copy. Loyalty to political parties is for eternal children with an excessive exposure to disney movies. Meek and acquiescent isn't really me either.

Exposure of undue influence on our civil/political bodies/media must be evenhanded. The website of the Orwellian 'Centre for Analytics and Behavioural Change' reveals it is a PR agency for vested interests. By presuming to 'change my behaviour' it's declared itself partisan and untrustworthy.
