Ukrainians outraged by SA hosting Russian Navy ship in Cape Town harbour

While the Smolny was in the Cape Town harbour, Russia killed scores of Ukrainians in missile attacks. Later this month, South Africa is expected to welcome a long-range Russian bomber at Africa’s largest air show.
Ukrainians outraged by SA hosting Russian Navy ship in Cape Town harbour

The Ukrainian community in South Africa is outraged at South Africa hosting a Russian Navy ship in Cape Town while the Russian military killed scores of Ukrainians, including children, in a major spike in missile attacks over the past week.

The Russian naval training ship Smolny, part of the Baltic Fleet, quietly visited Cape Town harbour on 29 August. It left again on 1 September, according to unofficial naval sources. While in Cape Town its officers visited Simon’s Town to meet the senior command of the South African Navy, said the Russian consulate general in Cape Town in a post on X.

“During the stop, the crew will replenish water, fuel and food supplies and perform technical inspection of the ship,” the Baltic Fleet’s spokesperson told the official Russian news agency Tass.

He added that during the long-range sea voyage, the 300 cadets on board would practise communication and navigation skills.

Cape Town Mayor Geordin Hill-Lewis told Daily Maverick he did not know the Russian ship had visited.

“That seems to have been ‘under the radar’. It’s a great moral shame and stain on this government that they have given and are giving succour to Putin’s Russia,” he said.

The Ukrainian Association of South Africa said in a statement: “Embracing those who kill children is not neutrality! South Africa, STOP military cooperation with Russia!”

It said that during the ship’s visit to Cape Town, in Ukraine, on “August 30 – a Russian guided bomb launched from a bomber hit a residential building and playground killing six people, including children, and over a hundred others were injured.

September 3 – a Russian ballistic missile struck the Institute of Communication and a hospital in Poltava. Over 51 deaths have been confirmed, with more than 253 people injured.

September 4 – Russia bombed the centre of Lviv, which is recognised as [a] Unesco heritage [site], destroying 50 civilian buildings including 2 schools and 2 hospitals. Among [those] killed – three children.”

It added, “As of September 2024, over 19,546 Ukrainian children remained under Russian control after they were unlawfully and forcibly deported from Ukraine.”

The association said new legislation allowed changes to the citizenship, names and birthdates of Ukrainian children without parental consent. Ukrainian children had been sent to 57 regions of Russia, with some already adopted into Russian families. Only 388 children had been returned in nearly three years.

Russia has claimed its forced adoption of Ukrainian children is, in fact, a humanitarian effort, an argument largely dismissed by international observers.

Daily Maverick asked the South African National Defence Force (SANDF) and the South African Navy for comment. Initially, SANDF spokesperson Siphiwe Dlamini said he knew nothing about the visit.  In a statement subsequent to publication, Dlamini said that the "Russian Navy Training Vessel " had arrived from Venezuela and visited the port of Cape Town between 29 August "for bunkering i.e. re-supply purposes". It departed on 1 September for Namibia.

Russian bomber to participate in SA air show

The Ukrainian Association of SA also condemned the reported upcoming visit to South Africa of a Russian Tupolev Tu-160 long-range bomber, “possibly the one responsible for killing Ukrainian children in Kharkiv”.

It cited reports in military websites, including Bulgarianmilitary.com that the strategic bomber — “among the most sophisticated in Russia’s arsenal” was flying to Pretoria to participate in Africa’s largest air show, the Africa Aerospace and Defence 2024 exhibition later this month.

The website said that ahead of the event, Russian military officers had visited an airport near Pretoria to plan the deployment of Tu-160 long-range bombers to the exhibition.

“These officers were warmly welcomed to the air base by the Chief of the South African Air Force.”

It speculated that Russia’s motive in sending the Tu-160 was to deepen its defence ties with South Africa and to demonstrate its ability to project power a long way from home.

The report quoted Captain Tebogo Augustus, a spokesperson for the South African Air Force, as saying that Russia and South Africa, as BRICS members, along with China, India and Brazil, shared “robust economic connections, political relations, and military cooperation agreements”.

Daily Maverick asked the SA Air Force to comment, but it had not done so by the time of publication.

‘Non-alignment’

The Ukrainian Association of SA also disputed the claim by a Dirco official, in an apparent reference to Minister Ronald Lamola’s spokesperson, Chrispin Phiri, on 26 August that South Africa had “an active non-alignment stance, which is not neutrality” on Russia’s war against Ukraine.

The Dirco official had added that SA’s “active non-alignment” was based on the Bandung principles of the Non-Aligned Movement.

The association said the core principles of the Bandung Conference were political self-determination, respect for universal human rights, mutual respect for sovereignty, non-aggression, non-interference in internal affairs and sovereign equality.

“The Russian invasion of [a] sovereign country is an open violation of all principles declared in the Bandung Conference. It is also in violation of the UN Charter and in violation of hundreds of international agreements,” the association said.

It called on the government to “uphold the South African Constitution and the rules-based international order and to immediately stop any economic or military cooperation with the state that violates international legislation and kills children.

“Impose economic sanctions on Russian companies and individuals linked to the killings of civilians until the Russian military forces withdraw and Ukrainian borders are restored.

“Join the International Coalition for the Return of Ukrainian Children.

“We urge the South African community to choose democracy over autocracy and to stand in solidarity with [a] rules-based order, to help defend Ukraine’s sovereignty, freedom, to protect its people, and pave the way for a just and long-lasting peace.”

Meanwhile, some Daily Maverick readers expressed concerns about the recent frequent visits to Waterkloof Air Force Base by Russian Ilyushin-IL-76TD cargo planes registered in Kyrgyzstan.

However, military sources said these aircraft had been chartered by the SANDF to fly supplies to its soldiers attached to the Southern African Development Community (SADC) Mission in Democratic Republic of the Congo (SAMIDRC).

In the SANDF statement, Dlamini said there were currently 3 foreign vessels in South African waters, including a Ukrainian vessel, berthed in the Port of Cape Town since 8 May 2024, for repair purposes. "The RSA is a signatory to international maritime laws and conventions and as a sovereign state, has a right and responsibility to accept the docking of foreign vessels as a maritime nation. This to allow ships and crew to have rest and recuperation, and most importantly, replenish their supplies before proceeding on their onward journey." DM

"The enemy of my enemy is my friend" is an ancient proverb meaning that two parties can or should work together against a common enemy. SA is now befriending the enemy of many. Does the opposite of the saying hold true? I.e. The friend of my enemy is my enemy.

Hidden Name Sep 5, 2024, 09:53 AM

The enemy of your enemy is nothing more than that - and you would foolish to believe otherwise - terrible strategy. Russia is like China - no-ones friend and extremely bad news for Africa.

onceoffaddre Sep 5, 2024, 06:44 AM

Does Ukraine own any inch of South Africa? Is South Africa a vassal, or slave to the whims of Ukraine? Or Israel, or America? NO. We have our destiny, they have theirs. We need to stop bending in whichever direction the wind blows and instead grow a spine and chart our own path.

Middle aged Mike Sep 5, 2024, 07:07 AM

Birds of a feather. My embarrassement at being a suffer is starting to turn to shame.

ath Sep 7, 2024, 07:21 AM

I agree. The hypocrisy is mind-blowing. The ANC condemns Israel's actions in Gaza, yet overtly supports the murderous, loathsome Russians.

louw.nic Sep 5, 2024, 07:40 AM

Storm in a teacup. On our list of national emergencies, this must rank in the 1000s somewhere.

Glyn Morgan Sep 5, 2024, 07:58 AM

Yes, you are probably right, but it IS HAPPENING! All emergencies must be noted.

Middle aged Mike Sep 5, 2024, 10:05 AM

Playing chicken with AGOA and the rest of the handouts the yanks give us ranks high in my personal list of national emergencies. The loss of AGOA on its own will cost hundreds of thousands of jobs.

Middle aged Mike Sep 5, 2024, 02:45 PM

Risking the loss of AGOA and the rest of the freebies we get from the nice americans and europeans ranks high up on my list of national emergencies. The loss of AGOA alone would (will?) cost hundreds of thousands of jobs.

Nick04 Sep 5, 2024, 07:55 AM

We, as the majority of South Africans are outraged at the billion of dollars of arms being shipped and deployed by the US and it’s allies to fight their proxy war…

John P Sep 5, 2024, 08:05 AM

You represent the majority? Somehow I doubt it.

Rae Earl Sep 5, 2024, 09:34 AM

Indeed. He lives in Cloud Cuckoo Land if he thinks we present the great majority. Russia is running amuck in Africa via Wagner. What about the arms they receive from Russia?

Rae Earl Sep 5, 2024, 09:34 AM

Middle aged Mike Sep 5, 2024, 09:54 AM

The majority of saffers couldn't find Ukraine on a map much less care a toss about what's happening there. How do you feel about the nice Iranians and North Koreans funneling arms to the tsar?

Michael Thomlinson Sep 5, 2024, 10:28 AM

No, YOU are outraged but you do not represent my views or those of millions of other South Africans. In case you don't know, Russia started this WAR. IT IS THE AGGRESSOR. My sympathies lie with the Ukranian people who have been under attack for no good reason other than Putin wants their country.

Johan Buys Sep 5, 2024, 11:56 AM

Nick: if the invasion of Ukraine was actually a Nato proxy war, it would have been over in 10 days. That is how long it would have taken to turn putin’s planes, missiles, ships, tanks and artillery into dust, as Nato would unlike Ukraine, not be constrained from attacking inside russia.

Malcolm McManus Sep 5, 2024, 12:27 PM

More like the world would have been over in 10 days, which is probably why it hasn't happened and USA and Nato are keeping restraints on Ukraines movements into Russia with Nato weapons. Notably Russian military is way stronger than Afghanistan or Iraq. Look how long that took. 10 days a stretch.

rkeenemail Sep 5, 2024, 04:39 PM

Really?....Phhht!

dean.gary Sep 5, 2024, 05:52 PM

If Nick is Sacha's dad, he then does form part of the majority

Glyn Morgan Sep 6, 2024, 08:58 AM

I worked with Ukrainians world wide for fourteen years. They definitely placed themselves in Europe and did not care a toss for the USA. They were afraid of Putin and foresaw the invasion. Their take on Putin was "for a short guy like Putin to get to the top he must have bumped a few KGB off."

Hidden Name Sep 9, 2024, 01:05 PM

Please dont try to speak for me. You dont.

Glyn Morgan Sep 5, 2024, 07:56 AM

The ANC are a two-faced gang.

Just Another Day Sep 5, 2024, 08:25 AM

Ukraine is not the world's policeman and should seek peace, not war, with it's neighbours.

guy.wuyta Sep 5, 2024, 08:26 AM

Can we pls cancel that Agoa agreement?

John Kuhl Sep 5, 2024, 08:44 AM

agreed.....the cANCer is expecting that ....hence their friendship toward the east....further to this.....if AGOA goes Europe will also follow....cant they think?

sa Sep 5, 2024, 08:27 AM

How many teachers keep their jobs and pupils get schooling when the money spent on the Africa Aerospace and Defense 2024 exhibition, which is, in whatever way you look at it, a blatant national waste of budget to brush up and cover our miserable defense, is redirected to education?

Just Another Day Sep 5, 2024, 08:28 AM

Ukrainians should focus on seeking peace with neighbours, not war. Also, they should seek a pragmatic neutrality not aggression and provocations by joining NATO.

Middle aged Mike Sep 5, 2024, 09:43 AM

Twaddle. Kissing up to russians has always failed.

Hidden Name Sep 5, 2024, 10:00 AM

That is beyond doubt the most inane and silly argument I can imagine. Are you aware that Russia INVADED Ukraine and ANNEXED a massive chunk of it before they were ever considering joining NATO? The whole NATO expansionism argument is nothing but hot air, and really silly besides.

Malcolm McManus Sep 5, 2024, 02:26 PM

14000 Ethnic Russians were killed in the Donbas long before Russia invaded Ukraine. Ukraine treated these people far worse than the apartheid regime treated blacks in South Africa. Pretty evident by the death rate in such a short space of time, besides other crimes against humanity.

Hidden Name Sep 9, 2024, 01:07 PM

Yes - a totally believable statement, and relevant to my comment how? Your responses are getting desperate and divorced from reality (beacuse you dont have an argument). Kind of sad, really.

Michael Thomlinson Sep 5, 2024, 10:34 AM

Wake up! Ukraine is at peace with all of its't neighbours (and is assisted by them) other than Russia. Russia is the one that should be seeking peace with it's neighbours. But it is now resposible for the death of hundreds of thousands of people, not least of all it's own young men.

Graeme Sep 5, 2024, 12:23 PM

Not entirely correct. Neighbouring Belarus, lead by that extremely dubious mate of Putin, Aleksandr Lukashenko, is a serious fly in the ointment. He even won himself and Ig Nobel Prize for Peace in 2013.

Arthur Lilford Sep 5, 2024, 10:40 AM

Is it "Just Me" or are you lost with out direction in your comment Russia is a menace full stop

Graeme Sep 5, 2024, 11:59 AM

Sorry, but you really seem to have lost the plot (and you don't seem to even know your modern history). I am guessing you have been watching too much Russia Today TV.

Rod MacLeod Sep 5, 2024, 05:26 PM

Relax folks - "Just Me" is a Russian troll. DM moderators should take a look at his/her account details.

Rodshep Sep 5, 2024, 08:28 AM

Disgusting

Muishond X Sep 5, 2024, 08:32 AM

@Feinberg Its not America s proxy war. That you can be so narrow minded. This is to preserve civilization, and to prevent racist genocide.

Just Another Day Sep 5, 2024, 08:45 AM

Ukraine is very much doing the US's bidding in this proxy war.

tooth Sep 5, 2024, 09:32 AM

Bob D - I have with my own eyes seen American politicians on CCN openly and comfortably refer to the Ukraine conflict both expressly and by implication as a proxy war. It is patently obvious.

Malcolm McManus Sep 5, 2024, 12:32 PM

I tend to agree, much as it will bring much backlash in the comments here. But I still don't like us cosying up to the Russians. Cant bring much good for us.

Pierre Mare Sep 5, 2024, 12:41 PM

yeah, and you believe American politicians like the MAGA wing?

Dennis Bailey Sep 5, 2024, 08:39 AM

It's like Russia is saying, how can we fart at SA's GNU - oh, yes, let's dump all our crap in their harbour and stand naked on their precious shoreline. Viva , GNU, Viva. Nooooot!

Robert de Vos Sep 5, 2024, 09:14 AM

Corrupt cadres and despots like Putin and Xi all baked into the same cake. Ugh! Sickening.

Donald bemax Sep 5, 2024, 09:25 AM

Well I never expect our lot to choose the righteous side.. and therefore I am never disappointed...

Egmont Rohwer Sep 5, 2024, 10:37 AM

I assume (naturally) that this has absolutely nothing to do with the re-surfacing of the Nuclear Power Station bids? DISGUSTED with the government.

Beyond Fedup Sep 5, 2024, 11:39 AM

The vile and rotten anc, exceptionally opposite from its founding fathers. Crass hypocrites and degenerates from the sewer. Cozies up to the world’s most evil and murderous regimes. No human rights, freedom or democracy with these monsters. Putin, Maduro, Mnangagwa, Iranian mullahs, Hamas etc.

Helen Swingler Sep 5, 2024, 11:59 AM

The SANDF knew nothing about the visit?! If that's true, it's alarming and embarrassing. They just sailed into CT harbour?

Middle aged Mike Sep 5, 2024, 01:41 PM

Alarming and embarrassing is how we roll here in msanzi. Cozying up to genocidal dictators isn't for everyone but our government has principles even though they aren't very expensive ones by all accounts.

Benhito Sep 5, 2024, 02:09 PM

A lot of outrage from a lot of keyboard warriors in the comments section. As per usual. Calm down. You don't have any enemies. Go read Vinland saga.

Will be mega headlines if something were to happen in Simons Town...

Middle aged Mike Sep 5, 2024, 05:08 PM

The Ukranians have already cancelled the tickets of some of Putin's Wagner orcs in Mali and they have a sterling record of converting Russian Black Sea fleet ships into submarines. Would be be dead funny if they sent this one to the bottom just outside of Simons Town.

chantal.s.valentine Sep 6, 2024, 04:57 AM

Oh come on. No one with a brain believes SA is neutral. Both words and actions show a clear alliance with Putin, yet another in the long list of shameful alliances the ANC has with undemocratic leaders.

Domini.s.canton Sep 6, 2024, 08:48 AM

I wish they would say SA government hosting Russian vessel not just SA , it’s a very misleading statement

User Sep 6, 2024, 05:11 PM

It is painful to see South Africa siding with murderers and rapists. South Africa should see the disgrace and know better about long term effects.

Eulalie Spamer Sep 9, 2024, 03:15 PM

Both the writer of this piece and commentators could benefit from a bit of research about the causes of this conflict. A simple Google search will enlighten both parties. Prof John Mearsheimer, chair of International Law and Political Science at the University of Chicago is a good start.
